Ecommerce Emails is only available on plans that are on Managed WooCommerce.
Installation:
Discount Links is part of Managed WooCommerce and is installed and activated from WooCommerce Extensions in the WordPress dashboard.
Dashboard > WooCommerce > Extensions > Ecommerce Emails (Install/Activate)
